Does PG&E Offer a Water Heater Rebate in 2026?
Not on its rebates page. On October 13, 2026, PG&E's Rebates & Incentives page names a $300 generator and battery rebate, a pre-owned EV rebate and a home EV charging rebate. It names no water heater rebate.

Can PG&E Replace a Water Heater for Free?
Possibly. PG&E's Energy Savings Assistance program upgrades or repairs heat pump water heaters at no charge for renters and homeowners who meet its income guidelines.
PG&E's Energy Savings Assistance page says participants must live in a house, mobile home or apartment that is at least five years old. An energy specialist visits and determines whether the home qualifies and, if so, which improvements will be made. Households that can prove they take part in programs such as CalFresh, Medicaid/MediCal or LIHEAP do not need proof of income.
PG&E's Building Electrification page lists more low or no cost upgrades, including water heaters, for eligible customers:
- Electrify My Block, for select neighborhoods in Contra Costa County.
- Powerful Neighborhoods, in parts of counties including Alameda, Fresno, Kern and Santa Clara.
- Empower My Home, in parts of Fresno, Bakersfield, Stockton, Oakland, San Francisco and Santa Clara.

The first row, TECH Clean California being fully reserved, comes from the TECH incentives page. The California Energy Commission's residential energy rebates page confirms that HEEHRA single-family rebates are fully reserved. It describes that fully reserved rebate as one for a heat pump heating and cooling system and says HEEHRA Phase II is not yet available.

Silicon Valley Clean Energy's home rebates page says rebates do not exceed project costs. Customers in Los Altos, Milpitas, Mountain View and Sunnyvale find their amounts on its City Rebates tab.

Can I Finance a Water Heater Through GoGreen Home?
Yes. GoGreen Home is a state program that helps participating lenders offer lower rates and longer terms for home energy upgrades.
The State Treasurer's GoGreen Home page says it is open to owners and tenants of single-family houses, townhomes, condominiums and multiplexes of up to four units where PG&E provides the energy or a community choice agency procures it. Its example household financed a tankless water heater and a new furnace. The page points to a list of Eligible Energy Measures for what qualifies. Projects must be completed by an enrolled GoGreen Home contractor, except those the program lists as eligible for self-install.
